The advantages of such an arrangement are apparent. Students can chat among themselves and with their tutors without fear of disturbing other library users, and homework activity can be closely supervised within the confines of the room.

Libraries in California, New York, and Massachusetts have taken particularly good advantage of these federal funding opportunities. In most states, LSTA monies are administered through the state library, which awards grants on an annual, competitive basis. Unfortunately, because LSTA funds are typically earmarked for pilot projects that demonstrate new library services, these monies cannot be used to support a program longer than one or two years. Still, several model homework programs might not exist if not for LSTA support.

At the Sacramento Public Library, staff noted a 100 percent increase in homework-center attendance when Friday was dropped from the schedule and Monday added.
